The PCRB assigns every type of work a class code with a loss cost — the actuarial estimate of expected injury costs per $100 of payroll for that industry in Pennsylvania. Loss costs are calculated from Pennsylvania's actual claims history, not national averages.

A clerical office worker (Code 953) has a loss cost of approximately $0.09 per $100 payroll. A roofer (Code 551) has a loss cost of $10+ per $100 payroll. The 100x+ difference reflects the actual injury frequency and severity data from Pennsylvania workers' comp claims.

Your final premium also depends on your carrier's Loss Cost Multiplier (LCM) — the insurer's markup applied to the PCRB loss cost. LCMs vary by carrier and class code, typically ranging from 1.20 to 1.80 in the PA market.
