Location & Workers' Comp
Does Your Business Location Affect PA Workers' Comp Rates?
Pennsylvania workers' compensation rates are set statewide by the PCRB — your class code loss cost is the same in Philadelphia as it is in Warren County. However, your location affects several factors that influence your final premium:
- Carrier availability and LCMs. Some carriers file lower Loss Cost Multipliers for specific regions or industries. A specialty contractor carrier may be very competitive in Pittsburgh but not write in rural north-central PA. Shopping locally matters.
- Industry mix. Urban areas have more healthcare, hospitality, and office employers; rural areas have more agriculture, forestry, and extraction. Your local industry shapes which specialty programs are accessible.
- SWIF availability. The State Workers' Insurance Fund covers any PA employer who cannot find private market coverage — but rural and specialty-risk employers are more likely to need it.
- Agent competition. Major metro areas (Philadelphia, Pittsburgh, Lehigh Valley) have more licensed brokers and greater competition, which benefits employers through more thorough market shopping.
